Donna M. Cannain-Farris: Champion for Abused, Trafficked, and Murdered Children

Active-retired Guardian ad Litem Donna M. Cannain-Farris undertook an extraordinary journey—trekking across America on foot—to raise awareness and demand reform in Family Law Courts and Child Protective Services. Her mission? To expose the alarming reality of child abuse and domestic violence cases where abusers are granted sole custody, leaving children unprotected and vulnerable.

Uniting Law Enforcement for Change

Throughout her Trek Across America for Abused, Trafficked, and Murdered Children, law enforcement agencies across the country joined forces in a collaborative effort to improve training, education, and response protocols. Officers were encouraged to question court orders that prevent them from intervening in domestic violence and child abuse cases—cases too often dismissed as "civil matters." By holding judges accountable and advocating for policy changes, this initiative has challenged the notion that law enforcement’s "hands are tied."

From local patrol units to state police, county sheriffs, the FBI, and even the Department of Defense, agencies across the U.S. participated in training and educational initiatives. The movement even reached the United Nations Office of the High Commissioner for Human Rights, highlighting the global scale of the issue.

A Movement Reaching the Highest Levels of Government

Donna’s advocacy brought cases of child trafficking within Family Law Courts and Child Protective Services to the attention of Congress, congressional interns, and former President Barack Obama and then-Vice President Joe Biden. Shockingly, testimonies revealed how systemic failures have led to children being placed in the sole custody of abusers, resulting in tragic deaths. Over 2,200 cases worldwide were submitted to the United Nations Office of the High Commissioner for Human Rights for review.

A large-scale rally and march from the White House to Capitol Hill further amplified the cause, demanding systemic change to protect vulnerable children.

A Global Effort for Rescue and Reform

This movement extended far beyond U.S. borders. A worldwide rescue mission was launched to infiltrate trafficking networks and identify at-risk children—many of whom had already survived severe abuse, attempted murder, or sexual violence.

In addition, a weekly international radio program, "Giving Children Hope," was created, airing every Thursday night for two hours. The program quickly gained traction, going viral in 15 countries, further raising awareness and mobilizing global action.

Exposing Systemic Failures in Child Protective Services

The Trek Across America also uncovered nationwide failures within Child Protective Services (CPS) . Investigations revealed alarming findings, including:

*Children unlawfully removed from parental custody—often without a warrant, due process, or a valid finding of jeopardy.

*Newborns taken from hospitals and placed in state custody without legal justification.

*Siblings separated in foster care, despite protocols that emphasize kinship placements.

*Obstructive and abusive systems that make it nearly impossible for parents to regain custody or even secure visitation.

*Horrific cases of neglect and abuse within foster care, leading to further trauma for children.

The investigation also highlighted cases where dozens of abuse reports went ignored, resulting in the tragic deaths of children—such as Gabriel Fernandez, who endured over 60 documented reports before his brutal murder.

Demanding Accountability and Change

Thanks to Donna’s unwavering dedication, national and international authorities have been forced to confront these injustices. This movement continues to push for reforms, demanding greater oversight, stronger protections for children, and accountability for systemic failures in family courts and child welfare agencies.

The fight is far from over, but with increased awareness, advocacy, and action, real change is within reach.
